Foreword
ĦĦĦĦAs a basic policy and an important political system employed by
the Chinese Government to solve domestic problems involving ethnic
groups. national regional autonomy is an integral part of the PRC
Constitution. Facts prove that it is an important guarantee for the
unification of the motherland and national unity and also for the
common development and prosperity of all nationalities in China.
ĦĦĦĦThe Tibet Autonomous Region is an inalienable part of China. In
this part of the world, Tibetans account for 95 percent of the population
of 2.44 million, with the remaining 5 percent from Han and other ethnic
groups. All of them enjoy the political rights to participate in State
and local affairs, especially the right to autonomously manage regional
affairs and affairs within the ethnic group itself. These rights cover
political, economic, cultural and social development issues as well.
In the light of the specific conditions related to the history of
Tibet, and by taking into account the political, economic, religious,
cultural and other factors, the Central Government has adopted some
special and flexible measures differing from those for other autonomous
regions. Tibet experienced several important historic phases in this
regard.
